FINANCE, PLANNING AND ADMINISTRATION COMMITTEE (FPAC)

Purpose

The Finance, Planning and Administration Committee is a subcommittee at the Uganda Nurses and Midwives Council established to have financial oversight of the Council’s funds and manage issues concerning the secretariat staff and operational management.

Composition

The Committee shall be composed of at least five (5) members as follows;

  1. The chairperson, selected from the Council members who shall preside at all meetings of the committee.
  2. Two members appointed by the council from among its members.
  • One person appointed by Council who shall be from the ……………. to discuss specific areas of concern that lie within their remit.
  1. Registrar who shall also be a secretary to the committee.
  2. A co-opted member with relevant experience and expertise in this field.

The term of office shall be 3 years subject to re-appointment for one further term. Except in exceptional circumstances, members are required to attend at least 3 of the meetings per year.

Functions of the Finance, Planning and Administration Committee (FPAC)

The Committee shall handle the following financial and administrative matters delegated by the council or on which the council requests specific advice:

  1. Review of the staffing structure, job analysis and valuation of staff salaries.
  2. Review of quarterly and annual reports of the relevant departments.
  3. Review of procurement and disposal work plans, project management reports,  etc.
  4. Develop and review of the Council’s operating manuals, policies and guidelines.
  5. Study any new plans and proposals by management for recommendation to the Council.
  6. To scrutinize quarterly expenditure, return, contract awards and quarterly reports and making recommendations to the Council for appropriate action
  7. To review  budgets and recommend to the Council for appropriate resolution
  8. To monitor and review the performance of the respective sectors over which they have responsibility
  9. To review all resolutions and other matters relating to the subjects within and
  10. To report to the Council on their functions
  11. Constantly appraise the operation and technical efficiency of existing establishments of the Council with a view of making appropriate recommendations to the Council
  12. Appraise the technical aspects of any feasibility study for recommending to the Council.
  13. Study and recommend on any matter or matters, which touch on the Councils’ operations. 
  14. Appraise the management’s strategies for the planning and control of the finances and accounts of the Council and make appropriate recommendations to the Council.
  15. Ensure the timely production of the budgets and work plans.
  16. Monitor management’s adherence to the financial and accounting regulations.
  17. Monitor the welfare initiatives for members
  18. Monitor the implementation of Council’s strategic plan and client charter.
  19. Monitor resource mobilization activities.
  20. Perform any other function as may be referred to it by council from time to time.
  • The committee will scrutinize the proposed annual budget prior to submission to full council and subsequently to the Minister of Health for approval
  • The committee will consult with the minister to determine the remunerations and allowances paid to Council members
  • Will ensure the annual financial statement of accounts are ready for submission within 3 months of the end of the preceding financial year
  • The committee will consider any investment plans proposed by the Management.
