EDUCATION, TRAINING AND REGISTRATION COMMITTEE (ETR)

Purpose

The Education, Training and Registration Committee(ETR) is a subcommittee at the Uganda Nurses and Midwives Council established with the purpose of addressing all issues related to Education, Training and Registration of Nurses and Midwives in addition to prescribing minimum continuing education courses as specified under Section 53 of the Act.

It is therefore authorized to review, maintain and monitor, all policies, procedures and processes for the pre-enrolment/registration education and training of nurses and midwives in union with Nurses and Midwives Health Training Institutions and Universities and Uganda Nurses and Midwives Examination Board (UNMEB), National Council for Higher Education (NCHE), Business, Technical, Vocational Education and Training (BTVET) and Health Institutions on behalf of the Council.

Composition

The Education, Training and Registration committee shall be composed of at least five (5) members as follows;

  • The chairperson, selected from the Council members who shall preside at all meetings of the committee.
  • Two members appointed by the council from among its members.
  • One person appointed by Council who shall be from the Education sector to discuss specific areas of concern that lie within their remit.
  • Registrar who shall also be a secretary to the committee.

The term of office shall be 3 years subject to re-appointment for one further term. Except in exceptional circumstances, members are required to attend at least 3 of the meetings per year.

Roles/Functions of the Education, Training and Education Committee

The Committee shall handle the following matters assigned by the Council or on which the Council requires specific advice namely;

  1. Review the requirements for internship for graduate Nurses and Midwives
  2. Review the practicum assessment tools and record books to be used during pre-enrolment/registration training
  • Approve curriculum as developed by UNMEB
  1. Address issues where schools and universities do not follow national curriculum and examination
  2. Provide advice to UNMEB regarding the allocation of students to schools and the supervision of the practicum developed by Ministry of Education and Sports and other Institutions of Higher learning.
  3. Review competence tools and record books of all Nurses and Midwives used during enrolment/registration process.
  • Provision of advice to Ministry of Education and Sports in issues regarding to Nurses and Midwifery Education and Training.
  • Review all matters concerning registration of private practice as provided under part VI of the Act particularly Sections 31-36.
  1. Review all matters relating to Continuing Professional Development including
    1. setting minimum requirements for renewal of license
    2. arranging the commissioning of courses
    3. agreeing sanctions for failure to meet standards for renewal
  2. Review the number of Nurses and Midwives with renewed licenses.
  3. Review the numbers of Nurses and Midwives who fail to present evidence of Continuing Professional Development at time of renewal of general practice license.
  • Review all matters concerning registration of both foreign and locally trained Nurses and Midwives.
  • Recommend new internship training centres.
  • Recommend new Training Institutions/programs for Recognition.
  1. Evaluate the training and examination proposals by Boards
  • Approve curriculums for Courses of study
  • Conduct singular and joint inspections of Nurses and Midwives Training Institutions.
  • Participate in the management and coordination of CPD activities and provide accreditation.
  • Liaise with Quality Assurance Committee on improved professional practice.

Perform any other function as may be referred to it by council from time to time
